Current climate debate -
No disagreement: (1) Atmospheric CO2 has been increasing, (2) Nearly all of the CO2 increase is man-made, (3) Temperature has risen 0.85 degrees C (1.5 degrees F) since 1850.
Serious disagreement: (1) Increase in temperature is primarily due to man-made increases in CO2 (plus other greenhouse gases) or driven primarily by natural forces with a small influence from man-made causes, (2) Are the changes very harmful or beneficial?
Conclusion: Complete elimination of carbon dioxide emissions with Virginia will have an impact that is so close to zero that it is meaningless. Any attempts to eliminate CO2 via regulation or taxation are simply "solutions in search of a problem."
